4.1 Funding of universities It was agreed to recommend: a) All regular federal universities need the sum of one trillion, five hundred and eight billion, three hundred and thirty-one million, five hundred and forty thousand, three hundred and forty thousand (N1.518.331.545.304) only for the period 2009-2011: the agreement also contained parts that asked the renegotiation committee to ensure that at least 26 per cent of Nigeria`s annual budget is devoted to education and half of this allocation to universities. Public analysts believe the government is using delaying tactics to break its promises to renegotiate the 2009 FGN/ASUU agreement and the September 2017 MoA. The 2019 parliamentary elections are approaching. It is not clear how an ASUU strike can negatively impact President Muhammadu Buhari`s chances in next year`s presidential elections. The ASUU strike, which began on Monday 4 November 2018 and ended on Thursday 7 February 2019, was suspended “conditionally” by the Higher Education Teachers` Union, in the hope that the agreements reached will be implemented. PREMIUM TIMES has now received a copy of the agreement and is now making it available to the public. It is no longer news that the university academic staff union has “conditionally suspended” its five-week-old strike to force the federal government to implement the 2009 agreement and the 2013 memorandum of understanding. Since the MoU has not been respected and only the ASUU, and not the federal government, has shown understanding so far, the new consensus reached has been transformed into a protocol of action with the way of thinking the achievable timetables attached. .
